FAQ
Is it safe to put a bedroom or bathroom in a Philadelphia basement for aging in place?
A basement's suitability cannot be determined from its location or appearance alone. Review the proposed use, stair access, emergency escape, water history, flood information and building conditions against the applicable requirements. Philadelphia L&I's EZ alterations standard is limited: it does not provide a route to create basement sleeping units, and basement alterations under that standard require existing habitable space with compliant ceiling height and egress. A different proposal needs its own permit review. Properties in a Special Flood Hazard Area also need the City's applicable flood-protection review. NK confirms applicable current requirements during planning so you can compare the basement proposal with first-floor sleeping and bathing options.
